Um....
Dude, that's the redeemed because i spent ingots/coupons. Then you have the chance to re-buy the pack for ingots, and when I bought them, I didn't get the Optional Packs wirh fragments.

What do you mean rebuy the packs with ingots? The ingot packs on the right for Fuku are different items. Or are you talking about something else? Do you have a screenshot of what you bought?
You can get the reward by spending ingots/coupons. After that you spent and claimed the related line rewards, you can buy the same line reward by spending ingots.
The not buy are enlighted, and the bought aren't.

If I'm understanding you correctly, it seems like you bought a bunch of the ingot packs. (The non-highlighted ones.) You don't buy all of the same items on the same line for ingots if that's what you mean. You buy what's in the pack next to the ingot total. If you hover over it, it says what it is.
This is the 275 pack for example:
