There's two ways to get him in GNW:
1. a 50% chance at 1000-1200 for your first SR pull
2. it's a 100% chance on your second SR pull at the amount of SS
so i got a question if you already pulled madara in the gnw treasure you have to use the same amount of seal scrolls you used to pull him to pull another super rare

Yes. So if you pull your first SR around 1000-1200 and got Madara, then you will get Naruto around the same range. So in total, you should be spending roughly 2000-2400 in total for both Madara and Naruto.
