Tenten is best card to max first, since she fit on every team, after that i would say elemental cards that give nin/res.

Those are ok but Tenten is still better imo, especially with how * critical hits are in this game, typical to see normal hit something like 8k, critical 30k+ from same ninja. Minato i maxed him on release but he is just bad compared to Tenten, i mean if you have 30k critical Tenten will add you 6000 vs only 400 init, easy choice for me.

Only place i would consider Minato is if i was in space time and enemy was only very slightly faster then me, never would run it normaly. The chances of you randomly fighting someone who is 400 or less init difference from you are very low, i can maybe think of 1-2 people in my swb who are so close to me.

Torune one i haven't tried yet, but it offers no defensive bonuses compared to elemental flags or Tenten and not sure bout your server but here skill broken kakuzu is still one of most popular ninjas, probably the most popular ninja.
