I'm going to say Bee.

From my exp Minato is meh. I've tried to put in pos 1, he didn't impress me that much tbh. In arena he's amazing pos 1 though.

He's basically my extra dmg dealer and buff.

Bee is overall less expensive than Minato. Just saying. You got to invest 2 more ninjas (not counting Hashi) for barrier and materials ie chimes and scrolls.

And all those expensive components to get your Minato barrier and get destroyed by cheap Madara Edo-Released.
