Low power are more lucky
It's not luck. Some gacha games program can tell high spenders and low spenders/ftp. They lower the odds on getting the prize for high spenders so they spend more, and raise the odds on lowbies so they can get it and the high spenders will spend more seeing that it's possible to "win" the prize.
