I just got 4-star Ajisai and tested this. 4-star Ajisai's mystery correctly increases the chakra cost of the enemy team's mysteries.

Naruto dodged the mystery, so he was unaffected. Everybody else has +20 mystery cost.

Edit: "i even tried with Skill broke edo Nagato and his doesnt seem to work neither when he adds 40 so not sure whats happening"

Edo Nagato definitely works, and he has for at least quite a while.
