What you don't know, maybe, is the fact that the priority goes to the player that was in queue the longer.
If that level 104 lost the previous battle and was in queue before you clicked on 'match' then it's his queue that takes priority over yours and so you are a lower level match for him and that's why you get matched with him.
This may happen also if he won the previous battle but was in queue since more than 60 seconds.
Your own queue limitations come in play exclusively if you are the oldest one in queue in that specific moment.
To be clearer, lets say i am a level 105 and i click on 'match' and i lost the previous fight. If all the other people that click on match at that moment are matched then i go in queue. If at that moment you click on 'match' then you'll be assigned instantly to me as my match, regardless what were your previous achievements because you meet my 'l9wer level' requirements for a match.
I hope i explained it to you clearly enough to let you understand how it works.
Levels honestly don't matter after you unlock every talent. After that point, its about power.
They matter just not as much as power that comes from other features.
What a difference in level do is to increase the basic chances on what we call secondary stats, it's just that the difference is not so high to notice it and most of the times get compensated by rng factors and by better refinements/runes.
Very likely if the difference in level is under 10 then each level of difference gives something like a +0.2% chance per level (in critical hit rate, injury, combo and control), so just by owning 200 more substats there you make it 0 (that's why we don't see it much as an effect in game).
I'm quite sure the formula is not linear too and it increases drastically if the difference is over 10 (quite sure it becomes +0.5% if within 11-20 and it scales more the higher the difference or something like that).
You can withness it when you do ninja exams, where you meet ninjas with 50+ levels than you and you fail a lot in controlling/triggering comboes/dodge even if you own 20k+ subs.
