no it 4 stars it's 3 stars in CN only
actually is 4 starts in CN too, you can see which ninjas are on 3 or 4 stars in CN by the text that is shown, for example if you have 3 stars edo minato it shows a big text "you need 4 stars" (or something like that) but if you check on, for example 3 stars kushina it doesnt have that text but its written on trial *on "you need 4 stars" cuz is locked by oasis and not intended to be at 4 stars

The dates are kinda all over the place.
Considering that, apparently, a large part of your player ba
se is unable to process dates, it may be to complex for them to understand that the Fuku-Deal is a 2 weeks event. Appreciate that there is another Shinobi Feast coming up so soon after the last. Now all you need to do is fix Crazy-Slot machine to multi-spin (which will never happen....)
2 week fuku is a problem. How do you spend for this event without knowing what the events next week will be? Do you spend 20k this week and when next week comes and the events are poor still spend another 20k anyway so one gets the minato frags? Following event order it should be missions and fireworks next week. You could try and save until Wednesday next week to see but then there are the purchase limits to consider. Also, just gave shisui away for free and can only have one in a team so why spend 20k for shisui kimono... Makes this fuku even less desirable in my opinion!

Take a look at your prio events. What would you buy for which price?
Is it in there? Then go for it.
I went for the last 40K FukoDeal and I got a lot of speed, because I went for the trainings potions (take care of limiations). In this situation I did not care about the 2nd week and it was considerable easy to spent the 40K.

That was likely going to be the plan. As long as it takes to collect 40k coupons it goes without saying you want to get the most out of them. Thanks!
