You also need to know that Oasis doesn't make the decisions to add stuff like this since they are only a publisher. Tencent owns the game and decides what can be added. This is why people check out the China server to see what can be added in other servers.
yeah tencent owns the game but how about going for lvl 13 refine runes?? tencent decide for that?? and why china dont have that now??how ao* is advance over china about that lvl 13 refine runes?? can u explain that to us?? hmm?

first i donot see any relation between your reply and his, he did not meant this. Secondly cn also does not have 4* bt or level 14 runes. refine and runes were introduced over there but cancelled while here it isnt just to convince top whales to spend more
