That's because you're too low level and don't have many ninjas yet to even bother. You asked for a "good lineup", but none exist with what you own, so no one bothered answering. You need to be around level 70-80 to unlock all treasures, the later ones are the one with good ninjas that you should save seal scrolls for. And you need to star up more or your ninjas, and do possible trials and breakthroughs. After which point, and ONLY after which point, should you even bother with lineup. Also, all lineups are bad at low BP, so you need to focus on gaining BP as well. For the time being, just use whatever, it won't change much anyway.
