It's actually balanced it's just that the amount of people that play the feature is low so you always fall in the exceptional case that happens when your op enemy waits for too long
This isn't true from what I've seen. I've known many other players playing this feature at the same time as me that I would be better matched against, but instead, my team mate and I would get a person several hundred thousands more bp multiple times in a row and within 60 seconds of each search. They game runners could more than afford to look into this busted mess.
