Sage brackets are constantly changing, due to the number of players that sign up, so you will not necessarily be guaranteed to ever be in one sage bracket versus another. You should also apply for a server merge each month, just to show how active your server is, and show how much you wish for a merge. In regards to your first question, ICEx has a few guides for systems such as that, you should be able to find that in the strategy section of the forums.
