Hmmm Ronin and 10 tails Madara for high spender only? I was a low spender (now I'm FTP) who used to spend 100$ every 6 months for froggy. The only time I went off my limit was to get Ronin Naruto because he is the only ninja I want in the game. Through luck and 230$ I got him, so low or mid spender can get him if they are lucky to get 30 frags with the wheel even though I don't suggested anyone to count on luck.
another way to look at this would be: There are almost no games, even AAA games with micro transactions, that you need to spend over $150 a year on, in order to play all the content.
