About your question, there are peoples who first gets a fragment of Super Rare before having their Full-Super Rare Ninja. In your case, you got Naruto [Kurama Mode] Fragments, but it doesn't mean that that's your SR already. Keep pulling till you reach the threshold and you will be able to get a full-super rare ninja. The average pulls would be at around 900 to 1300 Seal Scrolls usage. Thank you.
