I am on my level 69 and I can't seem to defeat Hidan during the mission below.

obviously you can't beat him you have been pushing levels without powering up.

at that low of BP you shouldnt even think about doing story. Focus on powering up your ninja exclusively for a bit. I'll link the powering up guide
