As of this moment, I have no information yet beyond my knowledge about your inquiry. But, if it happens that the game will introduce or release such a feature, it will be surely announced to the public through a thread that will be most likely posted at News Section.

Anyways, from my own perspective, if you will look into it closely, the way Training Potions are being used is far more different from the way Refine Runes, Charms Pack, Cave Keys, and others works, so from that, we can assume if the said item is going to have its own rebate or not.
