Exams are supposed to be hard when they are first released. It requires specific strategy and power after one point, so full power is not always the requirement so you can pass them, unless you got over 600k power. They are mostly designed so players can combine not only their power, but their skills and strategy to be able to pass them. Some specific ninjas are the key for each of the exams as well.

To give you a small guide, recent skill broken ninjas are these that are doing the best job. For example, Kakuzu and Edo Deidara. Combining them or playing around with ninjas such as skill broken Kazekage Gaara, Angel Konan, Edo Itachi (Dodging chases is a huge deal), Madara, etc are always the strategy to pass them. Wind main may be additionally required in some exams, since her clones can tank some attacks.
