I've bought 2 ninja assist optional packs in the limited shop and tried to get command flags from them, but they simply hadn't been added to my inventory. What's wrong?

The Ninja Assist Optional Packs reward players with Command Flag Fragments, these are located lower in your inventory, and you have to collect 100 of them to form a complete Command Flag.
