in 3 different lucky stars events I've spent over 4,000 coupons on the draws and didn't get the best draw on it. Why? What is the rarity on them?

There's no guaranteed for the 80-frags. Learn from your mistakes and only spend for the redeemables in mind. If you happen to get the 80-frags while spending in the redeemables cool.

As stated there is no set value for obtaining the top prize in RNG events, they are random, some players may spend very little and obtain the prize and some may spend much much more and do not obtain it. Unfortunately that is the way all the RNG events work so please take this in mind when spinning for RNG events in future!
