There are few things that you should meet before you can successfully do a plunder, one of them is being inside the level gap of +/- 15 levels .. If they are lower or higher than 15 levels from your level then they wouldn't show in your plunder window .. Does the players you've tried to plunder are inside 15 levels from your level?
