No better. Instead of getting 1% nin and Combo rate per chakra point she get 2%. Also, how OP is she going to be if her standard become undodgeable?
Could work if they add a restriction like if the chakra is over 70 then her standard attack can't be dodged.
About the other passive i think runaway meant skillbroken ay 3rd.
