Unfortunately, you can't base it off of what ninjas are being used. It's not a feasible system. For example, what if I use 1* Konohamaru, Edo hashirama, Haku, and Sakon, should I be punished in rank arena and face better teams than that? No.

What needs to happen is, you become a better player either by increasing your initiative, or getting better ninjas.

I run Edo Hiruzen, Edo Itachi, fire Main, Shisui and I generally beat SoSP teams with ease in arena no problem.
