Sorry about not doing this thread earlier, but here we go now

Definitely a ninja you would want to +atk mood, I'd go with -hp or resistance

It is worth to note that she gets her passive at 3 stars and mystery upgrade at 4 stars

Mystery: Pretty good damage, removal of super armor, and at 4 stars you can hit more teams with it also

Standard Attack: Repulse standard attacks are the strongest ones

Chase: Sadly she doesn't reduce her own cooldown, but increasing enemy cooldown is still nice

Passive 1: This passive is quite good actually considering how many male ninjas are used in current metas

Passive 2: Scaling passive, more damage and more defense = stronger shizuka

Overall she is a really really good f2p ninja, a great offensive ninja but requires some good protection such as Root of Warrior/Flower Guard + debuffer/healer

I didn't focus on making full buff teams in here, you could do it if you are bold enough

1. Lightning Main

Good damage , decent protection, if you want a chance to refresh cooldown use warrior killing intent buff instead of anbu tactics

Shisui could be replaced by gaara, kazekage gaara, mifune etc

Kurenai could be replaced with any other debuffer/healer ninja

2. Lightning Main 2

Just a bit of a variation from the team above, same rules apply

3. Lightning Main 3

if you want a chance to refresh cooldown use warrior killing intent buff instead of anbu tactics

You c*so try using Gakido Y mystery for cooldown reduction

Having that cooldown increase chase from him is a great plus but this team lacks immobile chase, if you can bear having less damage you could use Pain - Ningendo instead of mifune and re-arrange the chases a bit
