Bringing those runes to level 13-14 will hasten the balance within this game even more. F2P players, even low to mid spenders won't be able to keep the phase with this game and every event will become a whale festival making this game boring and eventually killing it by more and more players leaving it. By any matemathical point of view bringing those runes is pure idiotical non-sense at this point in time. As Garv stated before even a slight increase in any substat is crucial at how this game is now so adding level 13-14 to the "mother" feature of substats will kill the game by increasing the gap between players then will follow what I stated above. Those runes are scaling along with charms so despite the normal increase of some hundreds from a particular rune itself you will add an 150% procentage from charms which will make the idea of bringing this raise of levels to idiocracy. It will be a good idea to bring this increase in future (maybe one or two years later from this point in time) where all positions are maxed on this feature and all players are somehow balanced towards substats.

I hope I made my point and by any means bringing this "new fresh air" won't help the game, more likely will do the oposite.

Moreover there are new servers opening monthly or think about those servers above 1000 as server number. There won't be any possible way for the players in there to take part in any Cross-server based events with previous servers due to this cap.

Balance between players and a balanced environment through any type of game will bring joy to player base aswell as the ones who run it.
