When did community approve rune lvl upgrade? Did we have some poll? It's still too early... Even CN hasn't added it back yet

Hello everyone!
As I've stated on our official discord server, we are noticing mixed feedback regarding just announced updated to Runes stones. We understand this may be a drastic change to everyone but we believe this would bring new and fresh air to the game.
However, your feedback is very important to us so we ask all of you to let us know how you feel about this change. ba

I would like to hear more facts from you how this upgrade is going to bring fresh air to the game where 90% of fights are 1st pos vs 1st pos.
You guys have a weird way of solving problems.
