Personally id say Magatama. Next would mood scrolls but not the meat* since those are a gamble. Just get meat* from whatever events or login bonuses. Once moods get to level 5 dont boost them anymore (Lvl 6 is 150 coupons I think) and that would be a huge waste.

This is what i do to stay in top 10 as an f2p player:
Complete all level 2 magatamas then rack up to 600 coupons for refine. Refine is a lot more important imo. I faced a lot of ppl with lvl 3 magatamas but can't seem to make a comeback i hit first coz of refine's initiative. That's if you have a cc team. I even beat ppl with pains and iruka.

Well refinement is also very much luck based especially at higher levels, same with battle armor but those two can give the biggest reward. Id recommend just using Redemption shop and other events to get refinement runes and if you want, wait till a refinement event (where you get double blessing points per attempt). Battle armor is the same way for the most part. Its really up to you, if the amount of coupons you want to spend is worth potentially losing on the gamble, where something else to gain power, like Magatama, is a sure fire, but weaker alternative.

Hmmm... You make a fine point. Refinement & battle armor are more risk& reward, and their are alternative ways to get refinement tags... Seems like it could be:

2: mood
3: refinement
4: battle armor

make all your magatama to lvl 3-4 and then time to use it for refines,. mood scrolls to level your main ninjas to 4-5.

Work on your magatamas and then slowly improve your refinements.

If you've already accomplished both tasks, focus on your mood for the ninjas that you will use in the long run.
