If you are F2P, no. If you are a Medium spender (recharge for Monthly cards and Naruto Froggy), no. Are you a heavy spender and pulled sasuke [Susanoo] for your first kage rare, no.

Ay [4th Raikage] is an extremely good ninja, he is just expensive af to get. If you did not pull him in the Kage Treasure, then you'll need to get 80 fragments (around 35k coupons/ingots) and then another 100 fragments (45k) to get to his breakthrough/skill trial. Luckily he does have a skill trial now so you dont need to farm a metric sh!t ton more of fragments but the skill trial system is fully RNG and it will take quite a bit more vials and protection to get the breakthroughs you need (mystery is a must and the first passive and skill trial Y+2 for the second passive is also very good).

Its just not worth it to spend probably 50-60k on a single ninja. That could be better used elsewhere.

Have you pulled your kage super rare yet?

I'd say wait until you do. If you get sasuke, then no. If you get Ay, it will be a harder choice because in my opinion if you *really* want him.... go for him. I don't know if he is your one person you really want to get (for me it was Minato so I have all 3 versions of him and have pretty much used him in some team for the past year).

I'll finish by saying that if you do go for him, it will take a long time to get him to 4 star and you will need to get a lot of advanced vials for the skill trial system.
