Awakening, ninja assist, assist li
nks, myoboku stuff, nature Chakra for pos1. The best way to increase it dramatically is to do refines and purifies. Treasure tools is another good one and so is charms.

I'm lazy to read all replies, but group skills doesn't increase initiative. Unless i forgot something.
Right now best way is with Training potions. I don't think i ever invested in to other power functions, as you get all things for free just by playing.
