Depends what you mean by that. Gaara and Tendo are unchallenged in damage output vs completely filled field, although it's a bit hard to use their mysteries. Edo Deidara has the best dmg output from "easy to use" mysteries. Edo Hiruzen's advantage is instantenous nuke. Angel Konan with 100 chakra has great damage output. SOSP Naruto doesn't do as much damage as previous ninjas, but he can spam mystery every round and heal himself to full hp.Skillbroken Kakuzu with 100 chakra does the best damage 1v1 without any additional buffs, but he only hits 3-4 targets. And Cursed Hidan has the best singletarget damage in the game.
So, depends what is your definition of "heavy hitter".

Then it's BT Edo Deidara (up to 9 targets), BT Kakuzu (up to 4 targets + causes repulse + can attack twice and does crazy damage with 100 chakra), Susano'o Itachi (up to 9 targets + causes repulse), this new GNW Madara-Obito also has a pretty good standard I heard. Also Cursed Hidan's standard has the highest damage but he also kills himself without leech ;)
From purely f2p ninjas GNW Hinata hits pretty hard (up to 3 targets + causes repulse). Of course choosing one ninja isn't everything, as your damage will mostly depend on your team composition and stats (attack/nin and crit/injury). Fully buffed team will do way more damage than team without buffs.
