Depends what you mean by that. Gaara and Tendo are unchallenged in damage output vs completely filled field, although it's a bit hard to use their mysteries. Edo Deidara has the best dmg output from "easy to use" mysteries. Edo Hiruzen's advantage is instantenous nuke. Angel Konan with 100 chakra has great damage output. SOSP Naruto doesn't do as much damage as previous ninjas, but he can spam mystery every round and heal himself to full hp.
