How old is that server? Some events require for servers to be opened for particular days. Tho i don't remember how old it must be for these events, but that's most like the case.

it doesn't say server has to be open for a certain amount of days in requirements for some of the events that are missing such as great plates and time limited shop it just has a level requirement

It's just not written. For example, for a Fuku deals, server must be opened for 14 days. For Season System, server must be opened for 60 days.
