And in merged server? I mean, if he wrote two requirements, you probably have to meet both of them, don't you think so?

1. Convoy for Merged servers: Ranked Battle Ranking - Top 100, they can have free 2 SS mission chances. Single Servers: Ranked Battle Ranking - Top 50, they can have free 1 SS misson chance.

I think you can't get in to merged server Ranked Battles top, without actually merging.
