I would really like the patch notes to be announced the same time during the Maintenance times. Some transparency would greatly help the community. It would also reduce the spam of "What will the events be?"

It has nothing to do with secrecy, it's just how they work. Our Admin tries his best to Post the Updates/Events as soon as possible, but for that he has to get the OK from his Boss. Then they also might change/fix something, for that they keep the Info a bit longer to make sure what they post is accurate.
There are a few factors why it is how it is, but we will do our best to get them to allow us to Post it a bit earlier ^^~
