You can play pos 1 scarlet main with skillset 2nd mastery,4th standard attack(Optional),chase up to you and passive 14 or 11
Lineup Pos 1 Scarlet
Pos 2 Madara Founder/Iruka
Pos 3 Danzo Barrier/Shisui or any barrier that boost fire element
Pos 4 Kurenai
He just said he doesn't have event ninjas, why are you writing shisui? Also if he doesn't have saved coupons for them, he wouldn't have reached point to get Madara Founder. Naruto players is really exceptional..
Anyway, post your ninjas. How would someone suggest a lineups for you.
Also a best way to get init, is with cave keys rebate. Since you get items to increase two things, which is Runes and Treasured Tools. Helm charms increase init. Refines, myobuku maps, training potions and other obvious things not worth to mention.

You don't really have ninjas to build decent fire team. Just don't do it. You can really work with other lineups. Even Jinch lineup. For example:
Or can go for a position1 water team. Really would be more useful and better, then trying to build something out of nothing for fire team.
