It depends on what you plan to do with Minato. Hokage has the best stacking mechanism, Edo mystery can't miss, but Jonin has a reset mechanism allowing him to possibly use mystery every round (Edo will someday get skillbreak that gives him a reset mechanism, too, but not yet). On the other hand, Edo has immunity while Hokage an Jonin don't, in turn, Hokage gives whole team a 40% res buff which is OP af, while the other 2 don't. But then, both Jonin and Hokage can actively spread tag while Edo can only do it passively. In term of chase, Hokage has 0 chase, Edo can't chase his own combo, only Jonin can combo with himself. So overall, it really depends on who you plan to use Minato with and what you want to do with him that decides which Minato is best fit for the specific job you have in mind. There's no downright "best" Minato, only best ones for certain situation.
