I'd go with GNW Neji simply because my 2 star GNW Kiba is better than my three star normal Kiba.

I go with normal Neji since his cd for his skill is 2 rounds and you are going to need that when u reach to Hanzo since his skill actives every 2 rounds.

If you have Wind Main with Impetus skill then GW Neji for the CD reset... if not, then go with normal..

GNW neji is like the combination of hinata + normal neji. his high float skill causes acupuncture to the enemy, he has evasion, and he has an acupuncture active skill.
