Naruto 6p is strong specially if you are facing him with equal or a bit higher power team. He will just stay to the end unless you have a big power gap like 50K atleast so you could manage with a heavy team damage like edo H to kill his support ninjas on round 1 or early round 2 then start hitting him with combos after his 1st dodge... he wont be able to heal from that.

But to answer your question... I will go with power not ninjas. but as you say if you are top on your sage and have power gap then get 6p naruto and use him and you would still be number 1 in swb.
