If you are expecting full balancing, that will never happen as sage brackets depend on who signs up and the amount needed to fill up a bracket.
All the problems come from the fact they want 90 people per field.
Cut them to 36/45 per field, increase the rewards for being top10 and add a rotation that swaps every time who is not top10 with top3 of a lower field and you'll get way way better matching and fights while also removing any reason to level freeze.
