  • a lot of these lineups arent pw2, shis took me maybe 3 months to get just have to save and spend on the right events, my friend rng pulled debuff madara and slowly got shark kis

If a ninja is only available through events and/or it takes an entire season of the year to save up enough coupons that could be spent on upgrading other things instead, that's p2w since people with money can get him super easily. Even rare ninjas you can get from draws can be considered p2w. (It took me practically two years to get Danzo and I'm a daily player.)
