Shira has probably 1 way to be used and thats with a buff team, so any barrier ninja(Gaara,oonoki) like the first team you did should do the job, else he can be used as a secondary dps. Overall he is a good ninja to have fun but thats all (maybe 4 star is a legit ninja for serious battles, unfortunatly i dont have him yet so i dont have an opinion about it).
