So.... whats the point in using that L-1 skill? It feels pretty much a nerf for him. Even when he have the L-1 for rinnegan 10 chakra for every mystery used

Yea. What im trying to say is that, the L-1 skill pairing with L+1 skill is like a big nerf for ningendo though. Like I can only see it is useful for Tendo thats all. But usually we go Ninjutsu and Attack increase for tendo. We dont need for Ningendo though.
