You can only get those rewards if you happened to upgrade your armor to the corresponding rank DURING a BA rebate. If you did it during a week when this event was not around, you cannot get those rewards. For this reason it's highly suggested you only working on upgrading your BA during a rebate, especially if you think you're close.
