Probably it's possible. Skill sets and characters we have in this game, similar to Ultimate ninjas anyway.

Mystery skill: Pee Marking - Cannot be dodged or reflected, Target a single ninja, that ninja is marked and will be the target of all standard attacks against that side. High chance of also causing blindness.

There is also the other Naruto Online games that have 2 ninjas together like Kakashi and Obito, or Naruto and Sasuke or Naruto and Hinata, i could only imagine the chaos stuff like that would bring tho lol

but then again we do have christmas sakura who just brutally hits the player with a pine tree so i guess anything can happen pretty much

(Also to be completely honest i'm one of those people who love some of the characters cause of the outfit and because its fun to transform into them, i was skeptical about the new year kiba but then i found out i can ride on top of akamaru like a mount so i give that 59/10)

As someone who started with and still favors wind main, it bugs me how few female ninja are in the game, especially how few GOOD female ninja are in the game. So I was thinking about it and decided to list some ninja that aren't even in the Chinese version, particularly female ninja (though there will be some men) that I'm surprised aren't in the game. I'm not going to bother with any Boruto-only ninja.

i mean speaking for myself i didnt watch all of shippuden or the backstory stuff so i am only aware of some of these names but most of what i know is some of these characters havent displayed any abilities in the show or manga from what i can recall, but in the case again of christmas sakura or christmas karin then they c*ways make the possible skills and abilities for the ninja in hopes that they can be implemented and be fairly decent to play as

They have assets for characters like Ebisu, Tiger Mizuki, Izumo and Kotetsu, Raido and Genma, Aoba, Hayate, Ibiki, Karui, younger Hiruzen, half-transformed Gaara, kid Itachi et cetera.

Again, I would love to see Genma...

There are characters in the game who literally never fought at all in the original series (as far as I'm aware, neither Hanabi nor Kushina ever fight in Naruto, and I don't think Kushina's frying-pan things are even from the original series; as best I can tell, those come solely from a Naruto fighting game). I definitely think they could fill out a character like Hana Inuzuka, who has quite a few distinguishing characteristics (is a medical nin, has three ninken, and we even see her fight in the manga). I agree that some are never really going to happen, though, in large part because we don't know enough about them. The Uchihas, Inuzukas, and Hyugas in general can be done just on the merit of their clans, though, and some, like Fugaku, Hiashi, and the aforementioned Hana, we have plenty of information about. Given Hiashi and Hizashi are twins, Hizashi could easily be added as a slight variant of Hiashi. I've never watched the anime, but judging from Yakumo Kurama's wiki page, I think there's plenty to base her abilities on.

Also, I just remembered Yugao Uzuki, who gets a fair bit of screen time. A brief look at her wiki page suggests there's plenty of stuff to work with.
