Spending unknown amount of seals to get him.
It's 50% chance to get him in ~210 seals.
75% in ~420 seals used and so on. The percentage will never reach 100%.
It's like trying to piece a Kushimaru team from GNW treasure. Some people do it within 200 seals, some people are missing a ninja/ninjas even after 1000+ scrolls invested in GNW.
