There was one. It's been twice, if I remember right. Not much of a rebate. You'll get 1-time rewards for having assist of a certain level and daily reward for leveling up an assist once. Usually I get daily ones by leveling up lowest level assist, so not a big deal.

yea im referring to the training potions ninja assist. is there like a rebate event in the future? like is there one in china or something so we can expect one here?

I don't think there is one. The feature is like mt. Myoboku. As doesn't exist a myouboku gift/grasp/training rebate i don't think exists a training potion one.
