Kushina Habanero is probably best ninja in-game for me, and she still don't have Skillbreak on EN, having her fully maxed on 1st pos. with 73k personal power and 200k basic, she is unstoppable even against multiple ninjas + if she is on 1st pos. you can trigger her mystery every round which means she also get double healing.
