Seems like it, although they have managed to hold back from adding Sakura [Cloak] to skillbreaks like in German servers after the Naruto Birthday fiasco. They know ppl still haven't forgotten about it, so perhaps they added Sasuke now cuz he's not as popular in lineups as she might become with skillbreaks, still, he WAS in the same pack as Sakura was. Also Oas did promise they would bring those packs back for the ppl who missed getting them because of the BS they pulled, switching the packs for purification runes, and on last day of the cycle they switched back the runes for the packs. Because of that, many ppl couldn't redeem the packs for they had already redeemed runes.

As someone has already stated, it has been 3 weeks since the last Fuku deals. And as a customer, you do have a right to complain. But let me tell you, nothing gets a bigger eye roll than a customer who wants something when they just have to wait a little longer. Example, an event is held at a restaurant every month on a certain date, you go in a week earlier and say "This [event] isn't this week? That's bad." If you actually track the events that are popular, you find that they come on a 4-5 week rotation. So your, leaving your consumer complaint about an event not being there when historically its only been like that once is just gonna get laughed at,
To those complaining about no fuku event. Just know the pattern has been fuku rebate after froggy event. This enables players who take advantage of froggy event to have the option to utilize the coupons they receive from froggy event. Not every player purchases all froggys at the first day of the event. Some stagger them to take advantage of other events and not everyone will get the maximum possible coupons by the end of the event cycle. So the most sensible move is to put froggy on the following event cycle. People are entitled to their opinions
But if ur opinion sounds a bit silly. U also leave yourself open to opportunities to be ridiculed. And be ridiculed by fellow players. Not necessarily moderators. Just sayin my two cents on that matter ^^
