just count 70 seals for each rare u got , to get hashi is around 2200 seals as i heard

Hashi is on average about 3.2k (2.4-4.8k) draws if you only do 300 seal rebates (you'll need to collect about 2.6k scrolls if you do rebates efficiently), a bit less if you do 500-800 seal rebates.

I don't know how are you supposed to get him with 2.2k seals, unless you got like 25 fragments from Shinobi Feast recharge...
