Well, the dude above told about talents for shark bomb build: 22323, which means second talent in the first row, second in the second row, third in third and so on. About characters - do gnw treasure "draw ten" once, it gives guaranteed Fuguki, he is a pretty solid 1pos(tank combostarter) for a water main, however hes pretty difficult to combo because of two chases leading to high float, high float is always kind of an issue for water, until you get yatagarasu and monkey king. Overall - budget water lineups are best with poison weapon talent. As it works of any taijutsu/mixed damage instances you tend to get that type of characters. Water also benefits from using tanky characters. Roshi is very good - tanky, pretty damaging, his ignition potential stacks pretty well with poison based gameplay. Hinata gnw is pretty solid too - potentially putting a lot of poison stacks over opponents lineup, try using her with Iruka and Asuma WB/Sakura cloak. Sakura cloak is pretty easy to obtain (collect her gradually during different events) and very solid option for water -sturdy, heals, stacks posions effectivly. Your picks depend on which treasure you are going to draw from - kage provides a lot of solid options for each class, Mei is a jackpot for water main, Darui is pretty usable, Ao and Mabui are among the water staples too. Naruto sage is a strong option both for wind and water, but getting him is a pure test of luck - you may get him as soon as you draw 50 sage treasures, or may not get him even at 150 draws. Gnw treasure is good because even 10 draw drops are very solid - gnw characters are good, haku edo is almost the same tier as Mei, but he doesnt get skill breakthrough anytime soon which limits his potential. It depends on what you are aiming to get - kage is always a solid option, both jincuriki treasure are decent: Roshi (up to 220 jinchuriki draws) is very solid, works very well for water, Han(the same, up to 220) goes pretty well too; they both work for tanky water builds. If you want a blitz build - try getting Haku, his combination with Fuguki and any other Edo Tensei support(Sasori Edo, Jinpachi) is quite a nice water-poison blitz. Rare options from gnw are good - Mangetsu is not that great, but he will work for water. Jinpachi is always good, Sasori Edo - the same. Ameyuri Ringo is not very popular, but she may find some use for water. Zabuza is alright, bad in long term, but usable for transit budget water teams. Zetsu is probably the worst option of gnw treasure, more of a meme character.

As for staple builds:

Fuguki 1pos Haku Edo 2pos Water main 3pos with heal technique, heal attack and poison passive and Sasori Edo/Jinpachi 4pos builds a solid blitz, which is not very dependant on initiative, but it struggles with fighting lightning and immune characters overall.

Roshi 1pos Han 2pos Water 3pos and sakura cloak 4pos is decent< two tanks, two healers, ignition and lots of poison.

Roshi 1pos Water 2pos Yagura 3pos and Sakura cloak 4pos is less tanky, and less mainstream but works very well sometimes, better damage output and utility because of Yagura.

Classic Mabui 1pos Tenten gnw 2pos water 3pos Mei 4pos is one of legacy builds, but its a decent and affordable blitz nonetheless.

As for premium staff, Kushina Habanero is a better version of Fuguki, more bulk, immunity supression, self-healing, personal immunity and so. Very solid for water.

Sasuke susano is about 1000 kage draws, and he works well for water and lightning, he also has breakthrough, which raises his potential.

Kisame samehad fusion is not quite the most popular ninja for water main, but he will totally work nonetheless.
