Well no team is a clear cut counter and depends on your power but some ideas:

For extreme f2p:Yamato skill broken increases damage to Jins/Summons combine him with firemain(as move 1) and maybe masked man...some kind of 9 tails team with FM as the first move should help

or

just shark bomb.

For p2w:have high ini+5k more critand injury with barrier+8-10% elemental damage +edo hiruzen should do the job or Shark bomb, madara 5kage ,kakashi susanoo,edo hashi.

Kushina,hokage minato,shisui team works too if you have equally strong support.

But it is just easy to run naruto(in some cases cheaper) than to counter him.If you can't beat them, join them at this point with him.
